National Emission Standards for Hazardous Air Pollutants for for Iron and Steel Foundries |
On April 22, 2004 (69 FR 21906), EPA published a National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation for iron and steel foundries, codified 40 CFR Part 63 subpart EEEEE. The American Foundry Society, the Alliance of Automobile Manufacturers, and the Steel Founders= Society of America filed separate petitions for reconsideration of the final rule. The issues raised by these petitions were resolved over time, with the last issues being handled with this February 2008 amended final rule.
The February 2008 amendments address nine general categories: emission limitations, work practice standards, operation and maintenance requirements, compliance with alternative emission limits, monitoring requirements, recordkeeping and reporting, definitions, applicability, and editorial corrections.
1. Emission Limitations
A new compliance option for cupola metal melting furnaces at existing iron and steel foundries allows the use of control technologies that are designed on a mass removal basis rather than an outlet basis.
The rule now specifies that opacity limitations apply only to buildings that house iron and steel foundry emission sources.
2. Work Practice Standards
The rule clarifies that capture and collection systems are required for emission sources subject to an emission limit, but not for those sources subject to work practice standards.
"Chlorinated" plastics, as opposed to all plastic, are to be removed from the scrap materials.
Records must be kept documenting procedures for removal of mercury switches from automobile parts.
Gas-fired preheaters are no longer specifically required by subpart EEEEE, unless the equipment is necessary for foundry operation.
3. Operation and Maintenance Requirements
The amendments clarify that the requirement in 63.7700(e)(2) applies to each capture and collection system and control device for an emission source subject to particulate matter, metal hazardous air pollutant (HAP), trimethylamine, or volatile organic HAP.
4. Compliance with Alternative Emission Limits
The final amendments clarify the original intent to allow foundries to demonstrate compliance with any one of the applicable alternative emission limitations that are provided for a specific source, not all alternate emission limitations.
Initial compliance requirements are also established for cupola sources subject to mass removal basis for emission controls.
5. Monitoring Requirements
Monitoring requirements are established for baghouses, bag leak detection systems. The amendments also establish requirements for the installation, operation and maintenance of monitors.
6. Recordkeeping and Reporting.
Recordkeeping and reporting requirements are specific to subpart EEEEE. The amendments revise and clarify language, as well as add requirements necessitated by the modifications to the regulation.
7. Definitions
The amendments clarify definitions of certain terms, as well as incorporate new terms. Clarified terms include "deviation" and "total metal HAP"; and additional terms include "off blast" and "on blast".
8. Applicability
The amendments clarify that the definition of major source for this subpart refers a source emitting 10 tons/year of a single HAP or 25 tons/year aggregate HAPs.
