Services to the Electric Power Industry


Nixon Power Plant, Colorado Springs, COMcVehil-Monnett Associates, Inc. (MMA) has been providing air quality consulting services of permitting, modeling and monitoring to the electric power industry since 1984.  Recently MMA has expanded its service base to the industry to include multimedia environmental management, planning, permit coordination and compliance assistance services.

MMA has extensive experience with fossil fuel and nuclear generation plants, as well as a number of cogeneration facilities.  We have worked for a variety of electric power clientele including investor owned utilities, independent power producers, municipal utilities, Rural Utilities Service generation and transmission cooperatives and other energy development companies, as well as several architectural/engineering firms.  MMA provides an extensive scope of permitting services ranging from minor source permitting needs to complex permitting of major sources and modifications in both attainment (PSD) and non-attainment (NSR) areas.  MMA develops practical, cost-effective compliance plans and negotiates flexible operating permit conditions to best ensure continued compliance with complex and changing air quality rules and regulations.  We are also experienced in the development of control technology evaluations including Best Available Control Technology (BACT) analysis, Maximum Achievable Control Technology (MACT) and Lowest Achievable Emission Rate (LAER) demonstrations.

MMA maintains an up-to-date library of all EPA air quality models, as well as proprietary special purpose models, and software for processing of meteorological data and model results.  Our modeling staff works regularly with all current regulatory models, such as ISC3 and CALMET/CALPUFF, as well as next generation modeling systems, such as AERMOD, PRIME and complex terrain modeling tools.  MMA also provides a full range of ambient air quality monitoring services from baseline and compliance monitoring for criteria pollutants to sophisticated surveys for emission factor development and monitoring of exotic toxic species.  To assist clients in managing compliance, our experienced staff has developed multi-disciplinary environmental management systems that review, evaluate, plan for and implement environmental compliance.
